For NGO procurement of certified sustainable products, write the standard you need into the specification, ask every bidder for the certificate number and scope before award, check it in the standard owner's database, and require the transaction certificate or batch documents at delivery. Score evidence, not adjectives, and keep the documents with the purchase record.

NGOs buy branded goods for good reasons: campaign merchandise, volunteer T-shirts, event tote bags, staff welcome packs and gifts for supporters. Because these items carry your name, a weak sustainability claim is a reputational risk as much as a purchasing one. Donors, trustees and auditors can ask how you chose the supplier and what you checked. This guide sets out a procurement route that answers those questions, from the needs assessment to the file you keep after delivery.

It deals with the process. For a guide to the individual labels, see our article on eco-friendly merchandise certifications.

Step 1: decide whether you need the item at all

The most sustainable purchase is the one you avoid. Before writing a specification, ask:

  • Will people use this item for months or years, or is it a one-day giveaway?
  • Can one durable item replace several cheap ones?
  • Does the quantity match real demand, or a round number?

A durable bottle or a sturdy bag that is used for years spreads its footprint over many uses. A cheap item that ends up in a drawer has used its materials for nothing, whatever its label says.

Step 2: check which rules apply to your organisation

Most NGOs and charities buy under their own procurement policy and the conditions of their funders. Some organisations, such as those that are mainly publicly funded, may count as contracting authorities under the Procurement Act 2023, which applies to procurements that began on or after 24 February 2025. Whether it applies to you depends on your structure and funding, so check the Procurement Act 2023 guidance and take legal advice where needed.

Two pieces of public sector guidance are useful even when they do not apply to you directly:

  • PPN 006 explains how central government asks suppliers on major contracts for a Carbon Reduction Plan. It is a model for asking suppliers what they measure and how.
  • The CMA's Green Claims Code sets out how environmental claims should be made. If you repeat a supplier's claim in your own communications, the claim becomes yours.

Grant agreements often add requirements of their own, such as a minimum number of quotes, a written evaluation or a sustainability policy. Read them before you go to market.

Step 3: write certification into the specification

Name the outcome and the evidence, not a vague quality. "Eco-friendly tote bag" invites anything. "Tote bag made of recycled fibre, with recycled content certified under the GRS, scope certificate number supplied with the bid" can be checked.

Product categoryTypical evidence to specifyWhere to check it
Recycled polyester or cotton textiles and bagsGRS or Recycled Claim Standard scope certificate, then a transaction certificateTextile Exchange certified company search
Organic cotton garments and totesOrganic textile standard certificate for the processing chain, with the label gradeThe certification body named on the certificate
Fair trade cottonFairtrade Mark on the product, or the supplier's Fairtrade licence detailsFairtrade standards
Technical fabrics and backpacksbluesign approved material for the named fabric, not only partner statusbluesign system partners
Paper notebooks and packagingForest certification scheme claim with a chain of custody numberThe scheme's public certificate database
Supplier as a wholeB Corp status or fair trade enterprise status, as a supporting signalB Corp directory or WFTO

Allow "or equivalent" where your policy permits, and say how equivalence will be proven: an independent certificate with a published standard, a scope and an expiry date.

Step 4: ask for the right documents at bid stage

A certificate logo on a product sheet proves little. Ask each bidder for:

  1. The scope certificate: certificate number, certification body, the certified sites, the product categories and materials covered, and the expiry date.
  2. The composition of each item: fibre percentages and, for recycled content, the share that is certified.
  3. A statement of which items in the bid are covered, item by item. A supplier may hold certified products and uncertified ones in the same range.
  4. Who holds the certificate: the supplier itself, its yarn or fabric supplier, or the manufacturer. A certificate held further up the chain is fine if the chain is documented.
  5. Packaging details: what the item is packed in and whether packaging is optional.
  6. Footprint data: whether the supplier states an estimated carbon footprint per product, and how it is calculated.

Step 5: verify before award

For the preferred bidder, check every certificate number in the standard owner's database. Confirm the company name matches, the status is current, and the materials and product categories in the scope match what you are buying. Save a dated copy of what you found. If anything does not match, ask before you award. A short written clarification is far cheaper than a public correction.

Step 6: evaluate evidence, not adjectives

Give sustainability a clear weighting in your evaluation and score what can be checked. A simple model:

  • Certified and documented for the specific item: full marks
  • Certified at supplier level, item coverage to be confirmed per batch: partial marks, with batch documents a condition of contract
  • Self-declared claims only: no marks for the claim

Score durability too. A bag with a stated load capacity and a stronger fabric will usually serve longer than a lighter one.

Step 7: collect the batch evidence at delivery

For certified recycled or organic fibre, the scope certificate shows the supplier can make certified goods. The transaction certificate shows that your shipment was certified goods. Make delivery of that document, or a written batch confirmation where a transaction certificate does not apply, a condition of the order. Our guide to the GRS certificate explains how scope and transaction certificates fit together.

Step 8: keep the file

Store the specification, the bids, the evaluation, the certificate checks, the batch documents and the final wording you used in public. If a donor, trustee or journalist asks, you can answer in minutes.

How Zintora answers an NGO tender

Zintora is a quote-only B2B supplier of branded merchandise. In a quote we state the composition we can document for each item, the minimum order and the estimated carbon footprint per product. For the merchandise you buy from us, we prepare a sustainability report with Scope 3 emissions data, as set out on our sustainability page. We do not buy carbon credits or offset emissions.

The only certificate we name is the GRS of The Tenth House, checked per lot; certificates for other products are available on request. Where an item is not covered by a certificate, we say so in the quote rather than leave it implied.

Two items NGOs often ask about:

  • The Sustainable Tote Bag: recycled fabric as stated by the supplier, an indicative load of 10 kg, documentation per batch, minimum order of 25 units.
  • The High-Grade Steel Bottle: a reusable stainless steel bottle for laser engraving, minimum order of 25 units.

Frequently asked questions

How do I source certified sustainable products for NGO procurement?

Specify the standard and the evidence per item, ask bidders for the scope certificate and composition, check certificate numbers in the standard owner's database before award, and require batch documents at delivery. Keep everything with the purchase record.

Does the Procurement Act 2023 apply to charities?

It depends on whether your organisation is a contracting authority under the Act. Many charities are not, but some publicly funded bodies may be. Check the gov.uk guidance and take legal advice if unsure.

What is the difference between a scope certificate and a transaction certificate?

The scope certificate shows which sites, materials and products a company is certified for. The transaction certificate covers a specific shipment of certified goods.

Can we ask for an estimated carbon footprint per item in the tender?

Yes. Ask how it is calculated and which life cycle stages it includes, so you can compare bids on the same basis. Zintora states an estimated footprint per product in every quote.

How do we request a quote for a tender?

Send your specification through our quote form, with quantities, delivery addresses and the documents you need.
